my bad, the above example is wrong it is meant to return a function of the 
environment mappings :

(fn !! [c]
  (fn [m] (let [ [f & as]
         (map
          #(if (sequential? %)
             ((!! %) m)
             (let [x (m %)] (if x x %))) c)]
    (apply ({'/ / '+ + '- - '* *} f) as))))
