If you want it to remain a Clojure contrib library with a clojure.* namespace, you'll need to sign a Clojure CA to be able to make contributions to it.
http://clojure.org/contributing If you want to make it a project on Github or somewhere else, you would probably need to keep the existing license, which I'm guessing is the Eclipse public license.
