Definitely free. :) I feel like there are already a ton of resources for reading/watching to learn monads, and yet people still have trouble getting over the hump. So my thought was that this would be different because there would be chance for interaction. So I probably wouldn't record it.
The talk at CodePaLOUsa was recorded and will be on InfoQ eventually. I'll try to get the slides posted in the not too distant future, though they should be posted on the CodePaLOUsa website soon.
