Cloning from http://github.com/GeorgeJahad/debug-repl.git, I see the same behavior (but a different namespace). The (overloaded, no arg) expansion of the debug-repl macro returns a form by using a normal quote.
The difference being between normal quote and syntax quote does mostly answer my question though, thanks.
