AFAIK Mac OS X's HFS+ allows hard links to directories since when Apple found them expedient in Time Machine's implementation. As for Windows, I'm pretty sure I had a Windows box a long time ago with a "junction" (hard link to directory) linking a name on C: with an actual directory structure stored somewhere on D:...
