I do not want to be a partybreaker, but this is just Closure mentioned in one word in a peer-reviewed journal article. That has nothing to do with the opinion of IEEE CS, nor means that IEEE is endorsing anything. They just published the paper written by two researches... Besides that, this is a good sign, an I personally think Clojure deserves much more notable mention in research journals (having published in IEEE Intelligent Systems before, I have a feeling that clojure is going to be mentioned again, at least in my publications ;) .
