I've got the same problem as srolls24 and CuppoJava on Windows XP, using Emacs 23 and versions of Clojure, Slime and Swank fetched today.
Also, when starting Slime, it opens a connection to *inferior-lisp*, but keeps polling for Swank until I hit return in the inferior-lisp buffer. After that, it very quickly connects the slime-repl.
