It's not a question of logic but of priorities. As you explained very well, there is no obviously ideal solution. So what you look for is the "best" compromise. One question I would ask in such a situation is: what are the typical use cases for a power set? Which choice is most practical? I can't answer it because I have never needed power sets, but perhaps you can give some examples.
