I've run into this issue with the fixed port # on our test systems occasionally as well. I think I can identify an open port in the python code to make it more reliable, but haven't have time to try it.

One exception, is the upgrade test (?) seems to be running from a fixed port (8001). The test seems to fail occasionally, if multiple instances build on the same buildserver at the same time. I haven't looked too closely yet (I'm on holiday right now, so shell access is limited to mobile phone), but this may be an issue.
