You have a small configuration error in you systemd/clamd setup.

Not sure if it is the best way but try:

sudo cp -p /etc/clamd.d/scan.conf
 /etc/clamd.d/server.conf

"Can't open/parse the config file /etc/clamd.d/server.conf"
explanatory enough?

-rw-r--r-- 1 root root 26647 Jul 19 23:58 scan.conf
-rw-r--r-- 1 root root 26648 Jul 19 23:57 scan.conf.2021-07-19

it's not there...
I guess it's what "clamd.conf" is on other systems.
