First things I recommend checking are the settings for clamd's assigned
temporary directory for extractions, folder permissions and partition
status.

1) Temporary directory setting: top priority is the TemporaryDirectory
value in your clamd.conf, otherwise it uses the value of TMPDIR [or TMP or
TEMP on Windows]
2) Folder permissions: Now that you know where to look, ensure that clamd
has the right permissions to that folder
3) Partition status: Also check space and health of the partition where
that is located.
4) If you have continuing troubles, try starting with the logging in
clamd.conf set to "Debug yes". Almost all of the places where a temp
directory failure occurs have an associated debug message to give more
detail about why it was trying to make the directory.
