In the installer you can select "Cloud", "Cloud + ClamAV", or
"Trial...". If you select "Cloud + ClamAV" then ClamAV is turned on by
default.
Either way you can manually turn it on in the settings.

In 3.1 I think archive and packed file scanning will be turned off by
default, and turned back on in a later version, so you will need to turn
those on in the settings too.

No, it is used for realtime protection too.
Every virus detected by the local ClamAV engine is prefixed with "Clam."
