The important part is _databases_, all databases on that directory.

So if you have 3rd party databases there, even if they work with an old
version they are not certain to work with a new version.

The usual procedure is to delete all databases, run freshclam, start the
new clamd daemon.

If you use 3rd party databases, the most common procedure is to use a
script that tests the database validity before installing it.

Freshclam doesn't change the databases until it finishes downloading.
