freshclam logic:

if clamav version != dns version then clamav will warn it is outdated
if clamav f-level < db f-level then clamav will warn it is outdated or
library/tools version mismatch, depending if you get a new db or updated one

regardless of warning you clamav will skip loading signatures with
functionality level greater than compiled value

when a new release is out, they may want to add to db new signatures
that uses new flevel, so you may often get both messages
