What am I missing?

See the optional requirements in clamdoc.pdf, make sure you have at
least g++ 4.2 installed.

config.log in libclamav/c++ should tell you exactly why JIT support was
not compiled in.

I see no mention of JIT in that log, but I expect it's because of my older g++ 3.4.2. I'll investigate upgrading.
