I always build it, too. No reason not to.

Check your ClamAV config.log and see if you have any information that looks 
like 
this:

configure:18441: result: yes
configure:18466: checking bzlib.h usability
configure:18483: gcc -c -m64 -mcpu=ultrasparc -O2  -I/usr/local/include 
conftest.c >&5
configure:18489: $? = 0
configure:18503: result: yes
configure:18507: checking bzlib.h presence


Yours will be a bit differenc because of the CPU type, but there should be an 
attempt to find and use bzlib dev files.
