I would not characterize it like that. MIMEDefang is a framework; you have to implement your policy. So it's true that it doesn't ship with many pre-canned features like Amavis does, and does require more work on your part to craft your policy. On the other hand, it's certainly a "ready, robust, regularly-enhanced tool" that's used on extremely large sites, some of which process tens of millions of messages per day.
