Not necessarily. There are other ways to update your signature database; you may copy it from a host connected to the internet to other hosts that may not connect to the net, so freshclam is not *essential* to the operation of clamav. Maybe the packager wanted to make it possible to customize your installation by dividing clamav into smaller chunks.
