Is this PC incapable of making Internet connections, or just not
connected 24/7?

You could download the 'dat' files onto another Internet connected PC
and transfer them to unconnected one.

If the PC is not connected to the Internet, and unless you have
network traffic passing through the PC that has not been filtered by
another PC on the network  that is employing AV software, you probably
have no real security issue anyway. Is this PC connected to a LAN?
