Being that LANG is an environment variable, it may be set at various
places. Your distribution may be different, but on my gentoo boxs I
believe that for login shells /etc/profile would be the proper place,
and for non-login shells /etc/bash/bashrc would be proper. I would doubt
that you would need to search through any .bash_profile since we're not
talking about a particular user.

I also believe that I've seen LANG defined and then exported inside a
webmin init script which would tell me that it may be particular about
the value of that variable. Although I can understand the value of that
variable, I am not sure how changing it's value will effect other
packages on your system.
