The point is, clamav doesn't block or pass the emails. Clamav simply
gives a status and it's up to amavis to actually take, or not, any
action.
That's the case for any virus scanner you plug into amavis (or the
likes of mimedefang). If infected emails are being passed, while
being detected by the virus scanner, then it is entirely down to the
configuration of amavis.
ClamAV can be configured to not detect viruses. Not sure what the
point of that would be other than thinking outside the box, but
because it's possible I guess the poster is correct. If ClamAV doesn't
detect viruses it won't matter what the milter's capability is.
