The current config is clear enough. The limits are adjustable by you and the action to take is established by ArchiveBlockMax. The ArchiveBlockMax option allows either of two actions: Block or not if limits are reached. There is no third option to behave arbitrarily depending on what the software finds in the archive. If you configure it to not block when limits are reached and expect it to block anyway if any of the limits are in fact reached, you might just leave blocking enabled.
