The first DB mirror should be your region's mirror, then you can put other fall back mirrors and, as the comments say, don't touch the last one which is the one you showed. What will happen is that if the first mirror fails (3 times) the second will be tried and so on until the last. The last one tries to determine where you are (region or country) and redirects you to a close (and reliable) mirror. Yes it can still fail, there's a recent tread entitled "Freshclam won't update" which is about a region server that hasn't updated one of the DB files since before Aug. 17; that's why more than one fall back works better.
