Petr, You could test for the existence of the file and run freshclam if the file does not exist. I think the directory still needs to be part of the install if not present; I'm not sure how freshclam will respond. If you need any help; I can try a few test builds of the packages I've created from your original ones for FC1 long ago. I've had to do a few modifications myself; because I have the installation running as a split user. Clamd running as root for samba-vscan / etc and freshclam running as clamav. This causes it's own problems, that I've worked out to some degree.
