RedHat has a tendency to just patch the security vulnerability and just increment the package number without changing the major version number of the package. If you don't have the latest from RedHat, then please update to the latest and again ignore the problem and force the issue. It would be interesting to find out where you are getting the clamav RPMs for this version of RedHat.
