That's defined in libmilter/mfapi.h, so see if you:
a) Have it in place (it should be caught by ./configure), typically in
/usr/include/libmilter/mfapi.h.
b) Possibly have duplicate copies that it's finding at compile time.

Not only did I have duplicate mfapi.h, but they were out-dated as well.
