It means the "clamav" user does not have write-permissions in /var/run/.
And no, you should not give clamav those permissions; instead, create a
sub-dir, if you will, underneath, like /var/run/clamav/, chmod 700 this
dir, and chown clamav:clamav, and put the pid and socket in there.
