 The problem with number three, as you have already found, is that any
scanner which does file type detection will recognise the file for what it
is regardless of what you call it. The fact that you have turned off this
detection method does not mean that the receiving end will not block it
for the same reason.

 The only universal option you have, to make sure that it is not blocked
at either end of the MTA chain, is a url link to the download location.
