You can't easily put security improvments in a box and sell them. And
that's what's still MS main economic field, they're selling boxes with
software in it. Selling a box that promises to solve your security
problems after selling an insecure product makes much more money than
releasing a secure product in the first place.
And I also understand why MS doesn't fix their OS, cause whole
Industries (Antivirus, Antispy, Antispam, "Firewalls", ...) are
depending on it.
