.rar-packed malware say that none of the messages have been stopped by their
anti-virus defenses."

Is there some licensing issue prohibiting them from unpacking the archives
prior to scanning?  Is this generally not a good idea?  I believe that
amavisd-new uses this technique for doing mail scanning.
