debconf does indeed configure clamd on installation, but it does so with
a 'reasonable defaults' approach, because there are way too many
questions asked.  One of the things I have been meaning to do is figure
out some happy medium, where some major questions are asked on install,
and everything else gets sane defaults, but that is a major packaging
overhaul that I am just not into right now.
