Apparently this is a result of the CVS snapshot having one of the developer's system setup mixed in with the configure script. I ran into the same issue (I also use RH9) a week or two ago. I don't remember the exact steps required, but I think it involved running both "autoconf" and "aclocal" in the build directory.
