bittorrent doesn't rely on a fixed port - it doesn't need one. If I understand it right, seeders (people with full copies) and peers (people with partial downloads) register their ports with the tracker, and if shutdown properly, de-register themselves. The problem with slow starts DEFINITELY has something to do with seeders and peers not deregistering themselves (I see it in logs) and have seen FAQ's on web sites hosting torrent files to this effect. With a closed loop distribution system with a custom client that guaranteed a 10X ratio and then cleanly deregistered itself, we would have a very powerful distribution system.
