Maybe the Trojan is in the HTML itself.

Suggestions:

1. Tell your users to use HTML for web pages, and plain text for emails.
2. Test the email with some other Anti-Virus product to see if anythign gets 
detected.
3. Submit a copy of the email to the virus submission form at www.clamav.net 
as a false positive.
