No need to assume the "other" servers will be overloaded, because if you're 
experiencing DNS resolution which leads you to a mirror which isn't the 
(geographically) closest, then it's reasonable to assume that other people 
will too - and depending on where they are, they may get pointed at one of 
the mirrors which is close to you instead of close to them.

People may not be pointed at the (geographically) closest mirror to 
themselves, but the system should certainly spread the load amongst the 
various database servers.
