Please read /usr/share/doc/clamav-base/README.Debian.gz
clamd no longer runs as root by default.  There is some advice in the
README about how to handle this, but the short version is that you
should add the clamav user to whatever group amavis has (presumably
group amavis), and add AllowSupplementaryGroups to
/etc/camav/clamav.conf
