I partially disagree. It would be possible to fill a database with the announcements on the virusdb list without user intervention.. procmail and PHP is a nice combination but Perl or python would be fine too.
If you look at old and new updates and submitted by different people you will see that they differ in format which makes it hard to parse. That problem is being addressed now.
All it would take are a few users who keep an eye on the database and enter additional information if they have it.
That's the plan.
