Indeed.   Password-protected zip files are not necessarily viruses, and an 
organisation's email policy may have different things to say about viruses, 
and encrypted attachments.   For example, emails to and from business 
partners may only be allowed if they are encrypted, emails to and from others 
may be quarantined if found to be encrypted.

I agree that anti-virus software should look for viruses and either reply 
"virus found" or "virus not found".   The latter is not, of course, the same 
as saying "no virus present".
