Well i find that quite odd. I dont see how it would be possible to write to a directory if the user does not have the access to do so. Judging by your prompt, your trying to run freshclam as amavis. What user do you have specified in /etc/freshclam.conf? This user needs to be able to write to /var/log/clamav/freshclam.conf. Just change permissions and you should be set.
