freshclam uses 'database.clamav.net' by default which resolves to multiple IP addresses. Your system's resolver picked one (200.68.106.40). That message indicates a problem with that mirror. You can override which one freshclam uses (with version 0.66+) by specifying something else next to DatabaseMirror in freshclam.conf (or clamav.conf if you don't have a freshclam.conf). I wouldn't do it permanantly, but maybe for a day, then try it again tomorrow with the default of using the pool of all available mirrors.
