Does above make any better than the default mirrors.txt:

database.clamav.net
database.clamav.net
database.clamav.net

Oh, wait. In newer versions of Clamav, mirrors are selected in
freshclam.conf (entry: DatabaseMirror database.clamav.net).

Always more than 30 minutes on 512 Kbps link?! Something must be
severely screwed up. Our mirrors infrastructure gives very good
througput. I usually download databases in seconds.

Try adding "-v" option. Maybe it'll show some important details.

I suspect that your proxy (or settings concerning it) is the culprit.
