How about a community run WIKKI database. If a submission process was set up such that when a new virus signature was added to the DB an entry with the signature name was easily added to the WIKKI. A basic description can be provided (eg: that supplied when the virus was submitted, etc). This can then be enhanced as required by the community.
If the resource is something the community wants, it can put a bit of time and effort into it to make it grow without having to significantly increase the workload of the ClamAV team.
