You chose /var/run for clamav-milter to create socket into, but clamav user doesn't have write permissions to /var/run.
But I start clamav-milter as root. It has permissions to write everywhere..
You start it as root, but does it drop privileges to another user? From my clamav.conf:
# Run as selected user (clamd must be started by root). User qscand
'ps' output:
# ps aux |grep clamd qscand 28054 19Dec03 /usr/local/sbin/clamd
