Worms very seldom exploit O/S bugs - they're much more commonly based around 
Application errors (buffer overflows, inappropriate privileges etc).

That's why people talk about worms affecting Apache, IIS, sendmail, wu-ftp 
etc.

Viruses are simply code which runs under a particular operating system - just 
another program - albeit one whose effects are not wanted by the owner of the 
machine.   The "trick" involved is to get the code to run, either by 
exploiting human security weaknesses (eg: getting people to open what they 
think is going to be a picture of nude tennis player), or by exploiting 
application vulnerabilities (eg: getting M$ LookOut to auto-run a script when 
someone simply previews an email.....)
