i would point out clamav.org as a good reason. Although that technically falls into your "only ones to be used" theory. And that theory is extremely north american centric. Not that that's generally a "Bad Thing". And if someone wants to contribute to clamav in this small and simple way - what's the harm in that? It's not like the writers went out and asked us to do it.
