To compile any package with milter support, you'll need the milter development headers. I don't now how Slackware packages sendmail, but on Debian, there are 3 sendmail packages:- sendmail sendmail-doc libmilter-dev The libmilter-dev package is needed if you're compiling anything with a milter.
