Well, at least the debian version uses clamd (as primary scanner) by default, and reverts to clamscan (which is logical, since when it can't connect to clamd, clamdscan will also fail) only if it can't connect to clamd for 3 times in a row. Check amavisd-new's startup messages in /var/log/syslog (or wherever your logs may go).
