I've completed a short perl script that can be used in an analogous way to clamdwatch to verify the proper operation of clamav-milter. It is designed to run out of cron, and restart the milter if needed.

At the moment, the only holdup on releasing it is waiting for the lawyers to approve the license terms (I wrote it on "work time"). I've asked them for a GPL license, since I envision it being distributed along with ClamAV in the contrib tree. However, they have a preference for the Illinois/NCSA license.

Would it be an obstacle to including it in the contrib tree if it had a non-GPL license? I'm guessing I can get this pushed through faster if I don't argue over the specifics of the license terms. However, if you insist on GPL, then so will I.
