In reality you don't even need to do UDP and consume those extra bytes. All of 
the commodity pipelines as well as the big-iron ones will look at the 
inner-header of a IPIP frame for entropy calculations if you configure them to 
do so. You also have the problem that most of the very high-performance 
commodity ASIC's are moving away from VXLAN/UDP encap since they are in the 
middle of the classic core/edge feature split and deem VXLAN as edge.
