MTR is a nice tool to check delay, loss and jitter stuff. If you wana keep track of historic logs, you can use nagios (or a tool like nagios).
Note that MTR is measuring almost everything it does from the ICMPs generated by the routers. As such it doesn't necessarily give the right idea of end-to-end network properties.
